About the author

Anne Penn has been writing all of her life. Her interests are focused primarily on true stories. Penn has written 5 books about the Golden State Killer Cases to document possible murders that are still unsolved as cold cases in the State of California. A multi-generational native of Sacramento where the notorious East Area Rapist lived, the criminal was always in the Sacramento area not far from Anne and all of the women he harmed. That has been Ms. Penn's focus. Bringing answers to families who still wait for justice is part of why Ms. Penn put her research into book form.
Anne Penn's background is in Psychology, Criminal Justice and Addiction Specialties. A Certified Addiction Specialist she also obtained a degree in Addiction Studies. Anne is also a certified crisis & suicide prevention counselor & has also obtained a degree in Sociology and Addiction Studies. Anne has been interested in True Crime stories since she watched the aftermath of the assassination of John Kennedy unfold as a young child. There have been many high-profile crimes she has studied since 1968 when she was still a child. Senator Robert Kennedy, and next came the Manson Murders. The Zodiac Killer ran amok briefly when Anne was a child and she and her family were two hours away from his crimes.
Forensics and the psychology of why a person becomes a serial offender have been a huge interest while studying serial killer Theodore Bundy since 1980. Anne has studied everything she can about serial killers like BTK, Dahmer, Gacy and others over time. Also, a field of study is forensics. Anne had to share the connections she has to The East Area Rapist/Original Night Stalker/Golden State Killer, originally hoping to help solve the case of EAR and GSK by asking those from her hometown of Sacramento if they thought the profile of the offender sounded like someone they might have known. Now after deep diving into what may have actually happened in the 58 years the Golden State Killer was free; her investigations have inspired her to write What If? Golden State Killer ZODIAC SOLVED. Next was End Game of The Most Dangerous Game Golden State Killer which discusses the fact that besides being a serial rapist this man was a prolific serial killer. End Game includes the politics of the time, geographic profiling which has always been an interest of Anne's. There is commentary and she shares the connections to the Zodiac Killer in this and her follow-up book. GSK was sentenced to life without parole August of 2020. Penn continued to investigate which then brought about the book Serial Slaughter Zodiac Killer (with Convicted Serial Killer Joseph DeAngelo) in 2021. This book shows the connections of the Golden State Killer to the Zodiac Killer. Penn shows how this perpetrator could in fact be the same man. A fascinating read. Penn has been a woman's/victims advocate all of her life. Penn is an advocate for victims of violent crime and believes that justice must prevail in these old cold cases. - Reviewed in the United States on May 8, 2018I first heard about the East Area Rapist of Sacramento, CA in 2012 when I was doing research for a book about Richard Chase, better known as the Vampire of Sacramento. One of the arresting detectives of Chase told me I should write a book about the “EAR” rapist/murderer, as he had worked that case also and could help me. I listened patiently, but I had no desire at the time, and mumbled a “maybe” and quickly let it go. I really didn’t want to write about an unknown serial rapist and murderer, and that such a book should be tackled by someone who has a great deal of interest; the kind of interest that would carry them through the monumental task of writing a book
That person is Anne Penn.
Anne Penn is not only an excellent researcher and story teller, but she’s suffered a personal loss at the hands of the East Area Rapist: Her uncle, Lyman Robert Smith and his wife Charlene Smith, of Ventura County, CA, were murdered on March 13, 1980. Without question, the living victims of murder will carry what’s happened to their loved ones for the rest of their lives; and in some cases, family members will channel that negative energy into something positive, and that’s what Penn has done with the publication of her book. The author, who has spent years researching and living with this case – a case that covers numerous locations both in northern and southern California and spans some 13 years – has produced a work (I own the Kindle edition with some 500 pages), that is both large and bursting with information about these rapes and murders.
Indeed, within these pages you’ll read about the Visalia Ransacker (1973-1976), Sacramento’s East Area Rapist (1976-1979), and what is called the Original Night Stalker crimes (1979-1986), which is not to be confused with the crimes of another ‘Night Stalker’, Richard Ramirez.
Keep in mind too, that as Penn was writing this book, the killer, Joseph DeAngelo, had not been apprehended, she made a number of credible assumptions about the perpetrator that, since his April 2018 arrest, have been proven to be correct!
I highly recommend this book to all those who want a detailed look at this now discovered killer and the crimes he committed, from a person who not only was emotionally wounded by the killer, but who is more than qualified to tell the strange tale from her own unique perspective.

- Reviewed in the United States on August 9, 2018Murder On His Mind takes us back to the carefree and innocent days of the 70s in Sacramento, Ca, which later became the hunting grounds for a masked man who stalked victims through the night, entered their homes as they lay innocently sleeping, and then savagely tied them up and raped the woman for hours, some as young as 13. The author was born and raised in Sacramento and lived and worked there during this terrifying time of at least 50 rapes by the so called East Area Rapist in a 3 year period in Sacramento and Northern California. What makes this book unique is that her own story is interwoven between the attacks by this rapist who was terrorizing the town she loved and grew up in and then unbelievably, a few years later her beloved uncle, who was also from Sacramento, and his wife, were savagely tied up and murdered in their beds in the prime of their lives in the affluent, coastal town of Ventura, CA. Anne worked tirelessly for years to try and find the monster that killed her uncle, who was a successful attorney, and his wife, Charlene,and she became a serial killer expert and profiler. This story is personal for her on every level and she is the first to to delve inside the mind of a killer and hunter who was soon terrorizing and murdering in the entire state of California.. She was the first to predict the Original Night Stalker, the East Area Rapist, and the Visalia Ransacker were one and the same, She takes us into his mind as the Visalia Ransacker and then pulls us down a dark pathway into the night, letting us watch with horror, page by page, as he evolves, fine tunes his skills, and changes his MO to became a horrific rapist and murderer who would be known as the East Area Rapist of Sacramento, the Original Night Stalker and the Golden State Killer, who we now know killed her uncle and his wife a few years later. They mystery of the killer lasted for 40 years as he was cunning and always eluded law enforcement. Anne Penn worked with Law Enforcement was the first to predict one man was committing all of these crimes, that he might have an accomplice and that he always lived in Sacramento and never left...... She is a brilliant profiler and has an ability to "see " what is in a killer's head based on what he did and to predict what he might do next... .. A must read for anyone interested in the Golden State Killer, East Area Rapist, Original Night Stalker case or a true crime sleuth. Be prepared to sleep with the lights on at night.

Follow your dreams, and who knows, maybe someday you will be writer!" But I don't think that's the case. The author doesn't have much of an ability to turn a phrase, the prose is loaded with cliches and extraneous sentences. You'll be better served by reading the wikipedia article on the case.

After 200 pages I've had to give up on this book. It's repetitive and never read a book that could not hold my interest like this one. Waste of money and quite expensive mistake
