A major political party finds disfavor. A newly-formed party decides that expulsion from Earth is the most humane solution, rather than just executing the remaining believers. A water planet discovered not long before is in most ways Earthlike, except that its entire surface is ocean. The forced colonists are sent in three spaceships, created to remain afloat forever and to function as their cities. Usually in agreement, situations and obstacles arise that separate them into several camps.
